I don't think anyone is advocating for that. Everyone here has said that it's not okay and the OP was right to report it. The difference of opinions is whether the response she received from the owner was inadequate.

I think "when the manager gets back" could reasonably be "immediately." The manager could have been on a 15 minute break. I don't see that as a lie. They did not state, and probably cannot state what her consequences or retraining were.
