I live in NYC and have always been able to walk into any hotel and use the lobby bathroom without any questions. As a woman of a certain age, who likes to walk everywhere, I know the location of all the "best' bathrooms in Manhattan.
Yes, even Starbucks. You need a code that is printed on your receipt. Although, you can usually ask for the code or wait in the line for the bathroom and grab the door before it closes.
Yeah - I've never had a problem. I stayed at the Grand Hyatt next to Grand Central Terminal. If I was in the lobby I didn't want to trudge back to my room just to pee. I don't remember seeing a single locked restroom while I was in NYC.
Their policy is clearly to let anyone use them unless they're being disruptive. I suppose also anyone whose personal grooming is poor can be asked to leave. Also depends on the location. I guess many locations worry about the homeless using them and have the key code.
