In a way, you answered your own question. The virtual queue Boarding Groups get distributed within seconds because of the massive popularity and demand for the ride. This is exacerbated by shorter park hours and lower ride capacity due to COVID prevention measures (fewer BGs to give out). The alternative to BGs would be 7-8 hour standby lines.
 
RotR has never been reliable since it opened in December, it has issues daily, Disney doesn't want to keep people in a standby line for hours and then just be told they can;t ride because the attraction is down, so they use the VQ to manage the crowds better
