VGF 7 months or 4 months window?

I will be attempting to switch my February 2014 reservation from BLT to VGF. Is the booking window 7 months or 4 months for reservations in February 2014?

Does Member Services still open at 9:00am?

However, when reservations open to other Members beginning June 23, 2013, reservations with check-in dates ranging from October 23, 2013 through December 31, 2013 will be available in a 4-month booking window instead of the usual 7. Reservations with check-in dates beginning on or after January 1, 2014, will be available to be booked through the typical 7-month booking window starting June 23.

MS is open from 9 AM to 7:30 PM Eastern on week days, 9 AM to 5:30 PM Eastern on week ends.
