Do we know if this is only from the original declarations or does it include any months reassignment that DVD does when they buy back or reposes

You would need to ask Wil Lovato (@wdrl), who compiled the information. I believe he tracks contracts on an ongoing basis and would therefore pick up changes over time as DVD reacquires contracts via ROFR or foreclosure and then sells them. He does state in the article that

"As previously noted, Disney Vacation Club recently granted itself authority to alter the Use Year when it reacquires points. Thus the numbers below are subject to change over time as that ROFR activity occurs. However any change will be very gradual. With less than 300,000 of Bay Lake Tower's 5.7 million points in the October Use Year, it would take a significant amount of ROFR activity before October point availability improves. In fact, it may even get worse."
 
The charts reflect the Use Years originally designated by Disney up until April 3, 2019, but does not show the valid Use Year for those points that Disney has reacquired and resold to the general public since that date.

Until April 3, 2019, Disney was adhering to the rules that all points in a Residential Unit had to have the same Use Year and that the Use year would never change. Beginning on that date several Copper Creek deeds and an Animal Kingdom Villas deed were sold by Disney with different Use Years than what was originally designated.

I admit the charts are not 100% accurate but they should be close enough to give us a reasonable feel for the availability of a certain Use Year at a certain resort. Since April 1, 2019, Disney has sold 50,010 Bay Lake Tower points, which is about 0.9% of the resort's 5.7 million points. Some of these points will have have been sold with a different Use Year, others with the same Use Year, but the overall net gain or loss in a particular Use Year is probably negligible.
