Rates/ressies for HRH or RP for 2003?

When do the regular rates and entertainment rates come out for 2003? The guy at reservations seemed to be a bit confused. I know that the entertainment book comes out in Nov. but when do the regular rates come out? Can I book at both hotels as soon as reservations are accepted and go back to check and see if they'll give me the discount rates when they come out? Thanks.
