My points load in June, is it normal to not be able to availability before then?

Points don't load at the start of your UY...you have all your points now. The UY is just what determines which points can be used for trips.

So, whatever rooms you are seeing as available...or not..is what is available for all owners to book.

Your June use year means you can book with those points without borrowing from June until the following end of May.

When do you want to visit WDW?
For example if you want to go to WDW sometime between now & March 20, 2023 (11 months) you can enter your dates in the search tool on the DVC website & it will show you everything that’s still available to be booked. If your trip is in the next 7 months you can book anywhere open (except w/ resale points Riviera) and if your trip is 7-11 months away you can book your home resort.
When your points ‘load’ is what we call your use year - & that governs which chunk of points you can use to ‘pay for’ a particular vacation but has nothing to do with when you can book that vacation.
So, if you want to visit your home resort next Feb. (10 months from now) for example, you can book that trip now online using any banked 2021 points + 2022 points + if needed borrowing up to 50% of your 2023 points.
If you want to visit a non home DVC resort in November 2022 (7 months from now) for example, you can book that trip now using any banked 2021 points + 2022 points + up to half of your 2023 points.
