We are headed to HS on 2/21. We are staying off property so will not have EE. My number one goal for my teenage boys is ROR. They are big Star Wars fans. Do you think we will be able to get an ILL at opening? If not, will we be able to get on it if we wait in line the ridiculous amount of time? We have Oga's Cantina at 8:50 am also. Not a big fan of the time but that was all we could get. Will that reservation let us in the park earlier than 8:30am?

If you can't get an ILL, try getting in line just before park closing. The wait tends to go down a lot and the time posted will often be inflated. The only risk is the ride itself possibly going down.

If you are asking if you can get in line and ride ROR and still make your 8:50 am Oga's ... I highly doubt that. What you should do is start regularly checking for a new Oga's time. Two weeks ago I was checking options a few times a day starting the week before our trip and Oga's offered multiple great times every day.

They may let you in a few minutes early for your Oga's reservation, sometimes they will escort you to Oga's (people have tried booking an early reservation for Oga's before park opening thinking they will skip it and get in line for RoR instead), you won't be able to ride RoR until the park officially opens. I am not sure if they scan MagicBands at the entrance like they do for the evening extra hours. You should be able to buy an ILL at park opening, though it will probably be for later in the afternoon. The suggestion of getting in line at the end of the night is a good one, we did this. 30 minutes before the park closed it was posting an 80 minute wait. We walked on. Only risk is that it could go down if you wait until the end of the night.
 
We were there on the 2nd, stayed off property and got a ILL for it. It was later in the day, 6:30ish, but I managed to get ILL or the virtual queue for guardians with no issues.
 
It's a school break that week, so it's likely going to be crazy busy. I wouldn't count on an ILL still being available at the park opening time. I'd probably plan or jumping in line before park closing for the shortest wait.
 
Thanks everyone! I just changed my Oga's to 10:05 pm so we will plan to head straight for RoR when we get there and hope for an ILL as well. Maybe we will get on twice lol!
RotR is incredible. Well worth waiting for.

The first time I rode was pre-covid when the system was to wait in line outside the gates before DHS opened. We got there at 5 a.m. When they finally let everyone into the park it was a free-for-all to try to get a Boarding Group.

We were thrilled to be successful on the first try, but we waited a long time in line at RotR, partly because the ride went down while we were in the queue. We just sat it out, along with a lot of other people. The ride did not disappoint.

Do yourself a favor and don't watch ride videos or read anything with spoilers. There are so many surprises and it's great to experience them without foreknowledge. Although, even now having ridden it many times, it's still amazing. And I notice things I didn't notice before every time.

In addition to what others have said, I suggest Star Tours. It is a classic motion simulator, which makes some folks queasy. If your group does okay with it, then know there are multiple versions, so each time you ride you get different combinations. Since, it is not the new ride, the wait is often not very long for it.

For SW food, the most enjoyable food we have had was at the Docking Bay. We usually have great luck placing a mobile order for pick-up at11:45am, just ahead of the lunch rush. We usually place our order about 11am and have much of the outdoor dining area to ourselves.
 
I agree with not watching spoilers:
1. The first time gave me chills. It was an amazing experience!
2. If all the parts aren’t functioning properly (sadly, highly possible), it’s better to be blissfully unaware!
