It's the guard and how tightly they want to run their domain. There are some who get the idea in their head that they can run things however they want, since they control access.I think it also depends on the time of day and time of year how strict they are.
There's zero reason whatsoever that a car shouldn't be able to drop off a guest anywhere. This is not someone trying to park without an ADR, they are driving in, dropping off and leaving. Only guards who are being jerks say anything. Thankfully, they are few and far between. We use Uber to go to resorts all the time. Even when we have an ADR, they don't ask as soon as the driver says drop off, show their DL, they are waved in.
