Govt. Rate Check In Question

Hi,
We're staying at the Dolphin in May and was able to get the Govt. Rate for my room, and for my Sister's room as well.

My question is:
We (DW & kids) will be checking in the Dolphin on a Wednesday. My Sister and company will be checking in on the following Sunday. So, do I need to be physically present when they check in?
