Going in Feb. and staying off property for the fist time. We will also be renting a car. Have never done this before as we've always stayed on property. Can use my New York Sate EZPass tag in the rental car on Florida highways?
 
It doesn’t look like your EZ pass is compatible with any Florida toll system, based on the NY website. I would recommend looking at both the SunPass and the Central Florida Expressway Authority (EZ Pass) websites to see what option may work best for you. Some rental car companies do the billing by license plate, but that is usually the most expensive option as they may add their own fee on top of the tolls.

You can get around Orlando without tolls as well. Depending on where your hotel is, taking toll roads to get there might not be your best option in the first place, and you won’t need toll roads to visit any of the local theme parks from hotels in the tourist area.
 
Your EZPass will work on the toll roads operated by the Central Florida Expressway (CFX) authority, but not yet on those operated by the FL Dept. of Transportation (that’s Sunpass territory). For a WDW visit, your EZPass allows travel on FL 417 from MCO to WDW exit 6, accessed from the south exit of MCO. Exit 6 is World Center Drive/International Drive, so you can take it right to Buena Vista Drive and access most of the resorts from there. CFX also controls FL 528 eastbound from MCO to I95, so you can get to the space coast, including Kennedy Space Center and Port Canaveral using EZPass.

The CFX uses EPass and has recently introduced a new multi-state Uni (for universal) pass that covers 18 states, including the EPass and Sunpass regions of FL, along with the EZPass states (including such variants as the Illinois IPass, which is technologically a rebranded EZPass), essentially most of the US east of the Mississippi.

The State of Florida (FDOT) is currently working towards interoperability with E-ZPass at SunPass toll facilities. No exact start date has been announced, but could happen soon.

From the executive director of the E-ZPass Group:
Perhaps the biggest news coming from the IAG in 2020 was the expansion of our membership and growth of our interoperable system, as five additional toll agencies joined our network. Our customers have long desired to have interoperability between the E-ZPass system and Florida's SunPass system. While we already had interoperability with the Central Florida Expressway Authority in Orlando, the remaining Florida toll facilities remained outside our network. In April of 2020, Florida's Department of Transportation joined as an E-ZPass member. They are currently working hard to become interoperable with E-ZPass; the completion of that process is expected early this year. Also joining in 2020 were Georgia’s State Road and Tollway Authority , Minnesota's Department of Transportation, the Kane County Division of Transportation in Illinois, and the Cape May County Bridge Commission in New Jersey. Once those agencies complete their interoperability projects later this year, the E-ZPass network will grow to 19 states.
 


There isn't a lot of rhyme or reason on who owns which toll road. I guess who had the funding at the time to built it.

There is a map of all the toll roads in Orlando and who owns them. CFX which would allow the use of E-ZPass, is shown in purple while FL -DOT owned toll roads are shown in green. I would suggest printing it out in color and having it with you to refer to.
