Early Tusker House ADR and FOP

With extra morning hours at 8 AM, and an ADR at 8:50, can I make FOP before hand? We will arrive by 7:00 for the opening. What is the latest time they will let us go to ADR?

I think you'll make it. Typically they allow a 15 minute grace period for ADRs but it's up to the discretion of the CM.

You should be ok. As you noted, you want to be in line at the tapstiles at 7, not going through security at 7.
You will probably be let in about 7:30 and held in front of Pandora until about 7:45. Unless you are walking very slowly, you shouldn't have more than a 15 minute wait for FoP.
You should have plenty of time to make your ADR.
