Childcare question

Does anyone know why the Disney childcare facilities have a minimum age of 4? The pirates' cruise and other childrens' programs have a starting age of 3. I'm considering fibbing as to my daughter's age to get her in. She's 3 and toilet trained (almost a year now:)) On the other hand, I really don't like lying. I know there are in-room options, but I think she'd really enjoy the Club atmosphere and the other children. Any opinions?
 
I have read on other post that many of the CMs really question you about the childs age. I guess they really try to enforce the age limit. My boys just turned 4 this month and if they were asked they would have told people their age.
