Cesar Chavez Birthday? Park attendance?

I was checking LA school calendar and see the holiday listed for 3/31 (but their Spring Break I think starts 4/10).
I am not sure but I do not think Ventura County schools have this holiday.
I know my nephew in Simi has the week off for Spring Break.

How much of an impact will the holiday have on Universal? I see that Undercover Tourist lists the day at an 8 and the other crowd calendars list it as "moderate".

Do you think Express pass will be necessary if there at opening until close?

It's not blocked for the $100 or $109 USH AP, so I'd expect it to be pretty crowded. Isn't it pretty easy to add front of the line once you're in the park? I'd see how much you can get done early. Once you have it, you can redo any rides you want to ride again through the express line.
