Can you get Park Hopper Tickets Plus Dining and stay off property?

Is it possible to buy a 7 day(or any amount) park hopper ticket with quick service dining and not be staying on a Disney Property?

Or do you have to stay on property to participate in the dining plan?

You have to stay on property to utilize the dining plan. But you can buy whatever park tickets you like, separately.
 


As others have told you, dining plan is not available offsite, but for the most part, you will pay less for your food if you buy it out of pocket anyway. There is a calculator https://www.distripplanner.com/ that can help you to figure out your cost for dining out of pocket, compared to what it would cost for the dining plan. Additionally, we buy gift cards through Sam's Club where we get a $500 gift card for $480, so we save a bit more money this way.

We've done the dining plan, both as Free Dining, and as paid for. It costs us less to eat this way, and as a result, we are able to enjoy more sit down meals during our trip for the same money we would have spent on the dining plan.

You are quite welcome. As I said above, we used the dining plan for quite a few years. I've found that paying for our food out of pocket using the gift cards actually gets us more for our money, as we often don't buy desert, or use a lot of snacks, so we save money there, plus saving on the gift cards. This gives us the option of having an additional table service meal, or maybe two, compared to what we would have gotten with the dining plan. We will also sometimes bring sandwiches into the park for lunch. Do that a couple of times, and you've saved enough (compared to doing a quick service lunch) to pay for another table service meal.
