There's been talk on a railfan site that the shutdown has as much to do with getting their Positive Train Control installed, tested, and approved, as with the pandemic.
PTC is a system required by the federal government beginning this year to reduce possibility of collisions by more accurately tracking train location and feeding that info into automated train control. Rumor is that the initial implementation by the host railroad, FECRWY , didn't work out, so they had to fall back and install a more advanced system.
Brightline has been running occasional PTC test trains on the rails between Miami & West Palm.
