i Would Like To Just Take In The Refillable Mugs And Refill Them With Water - Is This Okay?

There are plenty of drinking fountains throughout the parks where you could easily do this.

Some CS places offered to refill my MIL's for her with ice water last year but don't be surprised if they don't all do that (health reasons and whatnot).

Counter service restaurants will give you free cups of ice water so there may be no need to bring the refillable cups to the parks.
