If the weather is what you want, you will need to deal with the November crowds probably if you want festival time. Although nobody can predict the weather. It could be just as hot next November as it is this August. Probably not as humid though.
Yes, there will be some decorations. Most will go up right before Thanksgiving. No storytellers or Candlelight processional until after Thanksgiving though.
