I agree 100%. As awesome as I think the land is going to be there's no way that it should've cost nearly that much. I mean Shanghai cost what 4-5 billion? And that was building a whole resort from scratch. I get construction costs are different here from China but still.

I wonder who's at fault: Imagineering for not being able to ballpark a cost anymore, or the suits for not knowing how to build things and a reasonable pace/cost.

One of the things that always made me cringe about the Pandora build was the floating islands. I can't even begin to think about the structure and cost that it would take to ensure that those are up to wind code. And not just the "rocks" themselves but all the vines and other additions need to be secure enough to with stand 150 mph winds. Then you also have the R&D for the interactive elements that they wanted to put into the park which making them is one thing but making them durable enough to survive in a park is another. I could see just these two problems adding a lot to the cost. I can't speak on the corporate structure of Imagineering but I do wonder how strict their contracts with the construction companies are in regards to deadlines and overages.
 
I really wonder how Joe Rohde feels about this. He's been pushed to do this for sure but he can't do much about that. I'd love to hear his honest take.

In the video he doesn't really look too enthused there is a part where he rolls his eyes and it seems forced in parts.
 
Of note - the Disney Parks blog also announces Marvel Land (without saying that is what it is). First I've seen a formal acknowledgement.
