If you really want a specific spot and that spot only, then you'll have to invest however long (90+ minutes, depending on how crowded DCA is that day) to nab and hold that spot for your family, dining package or free FP. You will not be the only family to want good spots, and prime spots are not plentiful in the viewing area. Having a bad view of WOC can ruin the show and the experience for you. During low crowd periods, you may not need to wait as long as you would during peak crowd times. You'll know as you spend time in DCA during the day how crowded the park feels. Doing a dining package for WOC guarantees you access to a specific area with a good to great view where only a certain number of people will be allowed. It will not be as crowded as the free FP area, but it all depends on how many people book dining packages each day. It's never been absolutely packed on a day when we've booked a dining package for WOC, but it hasn't been empty either. The advantage to having a WOC dining package is that you have access to a better viewing area and will be competing with fewer people overall for the good spots. But if you don't invest the time to get and hold those spots in the first place, having a dining package will be of no advantage to you. Unless you are very tall, coming in late to stand in the back will be just as bad with a dining package as it will be with a free FP.
