Trouble with Canadian ports

A friend of mine wants to do an Alaskan cruise with us but because of some legal trouble he had in Canada when he was young he is not allowed into Canada. If we did a sailing out of Seattle but one port day way in Victoria would he be able to go on the sailing?
 
I have read in the past that if you do not have documentation to get you into a port on your cruise, you can't go on the cruise. I imagine that would be the same in your friend's circumstance.

Cruisecritic's message boards might be a better place to ask.

I've read over the years that especially with a youthful thing you should at least TRY to get it cleared, and that can only be done by contacting the right Canadian officials. Don't know how, but it would be a place to start.
