I have friends who are off site that would love to take their kids to this?

The rules say that the campfire program is available to all WDW resort guests. I've never seen them check ID's, but you can never be sure.....

Yes it does! Swan/Dolphin resort guests enjoy all the same benefits in the world as disney resort guests (except charging back to your room and mickey mouse wake up calls. Oh yeah - and mickey soaps.).
