Had to ask Mr. Google:

What is water ice?
Water ice, better known as Italian ice, is an iconic summer treat in the Philadelphia area. ... It's a frozen treat made from water, sugar and some sort of flavoring — usually fruit. It is firmer than a slushy, softer than sorbet and smoother than granita.

There was a cart in Disney Springs near World of Disney and Ghirardelli. Sold water ice and ice cream.

Lol! I'm in NE PA and we call it Italian ice, but I've seen it as water ice also. Never realized it was a regional thing! The kakigori in Japan is similar. I highly recommend the melon flavor!
