Dining plan & tickets question

Can you purchase the dining plan when staying at a DVC resort on points?

Also, how do you purchase tickets? Or rather, if you purchase tickets online are they "key to the world" tix or paper tickets?

The MYW tickets purchased on line will be a plastic card to use in the entrance machines. A dining plan is currently not available through DVC unless you qualify for the DVC $100 off the AP, and then you can buy a Disney Dining Express card for $50 that gives you a 20% discount at most sit down and many other WDW restaurants.
