China Copyright Issues

As I listened to the podcast about China's copy cat theme park, it struck me that isn't there a Disney park in China, Hong Kong Disneyland? Or does Hong Kong still maintain some type of political independence from China. Why did Disney build a park in a country where their copyrights aren't being honored?

I'm unclear on this issue, anyone have any more information?
