They can. According to the rules and regulations, banking and borrowing can be changed at DVC discretion, from my understanding it can only be temporary to maintain a balance of points. However, I think once these points surrounding the pandemic closures are used or expires, IMHO they will revert back to what we are used to. There was a lot of points returned to 2020 and 2021 UYs from what I saw on the boards.How long could Disney legally enforce this restriction? Could they eventually make it permanent?

They didn't cancel our reservations but called us first to see how everything could be adjusted. They are checking this for sure so be warned. We were able to change things around and the cast members who worked with us were great.
I suggested they make their website only allow the ability to borrow 50% instead of allowing 100% and calling everyone. I don't know the cost analysis of adding that functionality to their website over cast members spending an hour or more with each person.

Have more than 50% borrowed for July 3rd this year. So it would be better for me to modify it to a new date before Disney actually cancels it? Is that correct? Then I would be able to keep all my borrowed points?

As you can imagine, still worried. I will confirm with them Tuesday to be 110% sure and then hopefully be able to switch airfare. Just worried that no one is saying anything about resorts opening, just parks possibly in limited capacity. Nor are they saying anything about who is allowed to come/how they will make a determination.You should be fine then as this is what I verified with them..through chat and the email.
l was told since my points were actually borrowed in March, then my adjusting my trips, including a cancel and rebook, would keep them intact as I had them in new reservations already.
I would only have been stuck if I had not used them and DVc put them back, Since I booked my stuff before any of that happened, my reservations will stay intact with the new dates.
Can someone clarify the restrictions for me? Is 50% rule per contract or per reservation or per membership? I'm good at per membership and per contract, but if I look at per reservation some might be above 50%.
I couldn't imagine MS looking at per reservation manually. I figure per contract or membership is easier to review.
And what if you allocate borrow points to pre-rule reservations through "modify reservation". Would that allow me to borrow more? Prob not, but wanted to confirm. I had reallocate borrow points to my reservations coming up first to get them return for potential park closure.
It is per contract, not reservation. For example, I have SSR and RIV in one of my memberships. I had borrowed more than 50% of my SSR points before change, but none of my RIV.
So, I can technically still borrow from RIV.
The system will definitely let you borrow more but they have said those will be canceled if it exceeds the limit, Though reports are they are calling members.
I do know that whatever borrowed points you have from before the restriction can be moved around into different reservations since they were put into that status before the rule
