This was announced earlier this summer, but just a note for those who may have missed it: Effective 8/27, Disney Floral & Gifts has been replaced by a new third party run service - Magical Floral & Gifts by Florida Fresh Floral - https://magicalfloralandgifts.com/

This is the bad news:

All packages will be delivered to your resort or hotel Front Desk at the Walt Disney World® Resort based on your selected delivery date. You must be present for your gift to be delivered to your room or you can pick it up at your resort front desk.

No magic deliveries to Guest rooms (no surprises) without a guest present. The key feature normally used every trip from Disney Flower and Gifts for our family.
