If you are staying at the Universal Deluxe hotels you do NOT NEED to buy express passes - they are included in the hotel room costs. I see that is why your wife thought the cost was higher. Buying the express pass is only needed if you stay at one of the lower tier Universal Hotels like Cabana Bay.
