That number won't directly connect you to the resort. It will just connect you to a call center (which may not even be in Florida) posing as Pop Century (same as if you were to call the "front desk" from a resort room phone). Whether you use a Disney phone number or the "Pop Century" phone...

They actually sell umbrellas to use for shade right in the water park giftshops. I'm not positive on the pricing but I think they were fairly reasonable. We usually either rent an umbrella spot or head over by where the Shark Reef was and put our stuff under one of the pavilions there.

I will second Randy's Mobility! We have used them on 2 different trips when renting scooters for my parents and they have always been great to work with. This last trip, they made it very easy for us to receive and drop off the scooters even though it was outside of their normal hours.
