No, it's definitely an increase! Pre-covid we paid either 649 or 699 per pass. This is kind of expensive considering there's blackout dates too, unless you go ALOT during a year! Once there was a special for DVC members for like 500 and memory maker was included! THAT was a GREAT deal and PERK!

When we stayed at OKW a few years ago, there was an internal bus to take you to the HH, but you didn't have to take it, and could wait for whatever bus you needed (parks, waterparks, etc.) at any bus stop.
