Well, I guess all of those cruise lines headquartered in Ireland with cruises that sail out of Ireland are free to follow Irish guidelines. And then any Americans onboard will just need to deal with it.

Does anyone know if the bus from the ship to MK goes to TTC or to the bus area that a normal resort bus to MK would stop at? I'm attempting to estimate what time I would be at MK for a 7:15am bus.

As jcb mentioned earlier, you may be able to change onboard if it doesn't happen before then. I was able to do this last year when the other family we were traveling with had late dining and we had early dining. Check the schedule when you board, there should a time listed for that afternoon...

It's not required, but it's nice to do. I try to have my tip money ready, since they don't hang around waiting for a tip like they might do at a hotel on land in the US. I once wasn't ready and had to chase them down the hall to give them their tip.

What ship, and what room? I think the ship matters more on royal, as they have more ship classes. You may be OK if it's radiance class, whereas it looks like quantum doesn't have Pullmans at all for balcony cabins. Just a sofa bed for 2.

Quantum class in Bayonne during the Summer probably depends on if Bermuda gets their act together and dredges so that the ship can go there. If it's not ready for 2016, Royal will probably need to do another ship swap.

I've seen a quote (on NCL) where the price for the 3rd person was actually higher then the 1st/2nd passengers. Sometimes scenarios like this occur when the prices for the 1st/2nd are very low.
