We are planning to take the Northern European cruise next year. My question about St. Petersburg is will there be time for two tours since we are in port for so long? We are looking at two Disney tours that are 3-4 hours and would like to do both of them. Possible.

Russian border control is strict, and there can be long queues. You do not want to go through it more then you require, then the port us built on reclaimed land, and about 30 minutes drive to/ from the very closest part of the city and an hour to places like Catherines palace and the Peterhoff.
So, if you do two
DCL tours you will loose over two hours, going back at the end if one, going through immigration, back on, then meet up, get off, go through border control, and drive back to the city. It us nit a good idea.

To book DCL tours sane day, you need two hours between them, but you may get ten minutes to have a bite to eat on ship before meeting back up. That's stress and missed time you do not need.
